Right now the forced cap forces us to either have only one type of special forces, or we can only have so few of all 3 types that their amount won't be for any real use. Paratroopers are also limited to what equipment we can put into the division for example. For example, marines would be much better than regular infantry in a naval invasion, but much worse when fighting in a city or a forest (that isn't a naval invasion). On top of that, they can also be given worse fighting capabilities than regular infantry in 'regular' terrain. I would rather see that marines, paratroopers and mountaineers are not locked behind a forced hardcap, but rather have much longer training time and equipment cost than regular infantry. In real life that's what's preventing 'spamming' of these units, since it would cost too much and take too long to give every single infantry soldier a paradrop training for example. The main difference is that this kind of 'extra' training takes extra time and cost extra money. I think the main point I want to make here is that there's a big difference in having regular infantry trained into a specific role and having a small selection of infantry that are trained as the elite.ДЄll conscripts in an army can be put into special training programs such as parachuting, fighting in mountains, or doing naval invasions. For example, the US Marine Corps have an amphibious role, but they're not considered 'special forces', since the US Navy Seals have that role.
